A February 8, 2010, EPA and Louisiana Department of Environmental Quality (LDEQ) inspection of construction activities in St. Bernard and Orleans Parishes found runoff from construction sites previously identified and documented by LDEQ. The inspection also revealed the Louisiana Land Trust and Camp Dresser McKee failed to submit a Notice of Intent for permit coverage under the Louisiana Pollutant Discharge Elimination System (LPDES) General Permit for storm water discharges from construction activities and failed to develop and implement best management practices to control the discharge of sediment and debris from construction sites.
Based on these findings, the Louisiana Land Trust and Camp Dresser McKee have been ordered to cease all discharges of sediment and debris from construction activities in St. Bernard and Orleans Parishes, remove sediment and debris previously discharged and within 15 days submit a Notice of Intent to LDEQ for permit coverage under the LPDEQ General Permit program.
The Louisiana Land Trust and Camp Dresser McKee have also been given 15 days to develop, implement and submit a Storm Water Pollution Prevention Plan (SWPP) tailored for construction sites in St. Bernard and Orleans Parishes and submit a detailed description of activities completed to comply with the cease and desist orders.
