Video Contest Winners Inspire Stewardship for the Nation’s Waters

 

WASHINGTON - The two winners of EPA’s first-ever water quality video contest made videos that will help educate the public about water pollution and give simple steps that people and communities can take to improve water quality.

 

“We are delighted by the number and quality of contest submissions,” said Acting Assistant Administrator for Water Michael H. Shapiro. “This is another illustration of how new Web technologies allow people to express their passion for water quality in new and exciting ways.”

 

In the 30 or 60 second category, “Protect Our Water - Check Cars for Oil Leaks” submitted by Lucas Ridley of Trenton, Ga. was the overall winner. His video illustrates one easy step you can take to protect your watershed through proper motor vehicle care.

 

In the 1-3 minute category, Dastardly Deeds and the Water Pollution Monster” submitted by Nora Kelley Parren of Hinesburg, Vt. was the winner. Her animated video, made entirely out of discarded paper, illustrates how polluted runoff threatens ecosystems and offers tips people can take to protect water quality. The two winning filmmakers will each receive a $2,500 cash award, and their videos are featured on EPA’s Web site.

 

EPA received more than 250 video submissions that covered a wide variety of topics including low impact development, wetlands, marine debris, watershed management, water quality monitoring, polluted runoff, and other water-related topics. EPA received many other highly creative videos, and 22 videos were recognized as honorable mentions. 

 

Thanks to the 1972 Clean Water Act, there have been great improvements to our nation’s waters over the past 37 years; however, there is more that we can do. Educating citizens about actions that they can take to reduce their impact is vital to improving the nation’s water quality.

EPA awards community action grant of over $93,000 to the Waianae Coast

Funds will be used for Ka Wai Ola O Waianae Moku stream assessment project

HONOLULU -- Today the U.S. Environmental Protection Agency’s Pacific Southwest Acting Regional Administrator Laura Yoshii celebrated the award of $93,256 in Community Action for a Renewed Environment (CARE) program funding to the Waianae Coast and acknowledged their great start on this important community project.

The funding will be used for the Ka Wai Ola O Waianae Moku project to assess how human activities near and in streams are adversely affecting subsistence and recreation use of near-shore waters along the Waianae Coast. The Pacific American Foundation will be assisting the community in managing the project. An additional $50,000 worth of EPA Pacific Southwest Region contractor assessment funding is also being put toward the effort.

"Today we are pleased to highlight the start of a great project involving stakeholders and community members throughout the Waianae Coast in assessing and prioritizing potential toxic risks in their streams," said Yoshii. "This is the first step toward reducing the toxic impacts in the local area. I am pleased that EPA can play an ongoing role in these efforts to reduce toxics and achieve a healthier environment here on the Waianae Coast."

The project will focus on four streams – Nanakuli, Ulehawa, Kaupuni, and Makaha - by gathering and consolidating existing water quality data and conducting site walks to gather visual data. The project goals include:

· Engaging youth at intermediate, high school and university levels to understand the risks associated with pollutants. The goal is then for the youth to engage their communities to reduce risks associated with environmental pollutants.

· Wai`anae Coast community members will be assembled to develop locally-appropriate indicators, select benchmarks, create issue profiles, rank issues, and set priorities.

· The final product will be the development of an action plan to address water quality issues in the four streams and near-shore waters along the Wai`anae Coast, which will serve as a basis for further funding through the CARE Level II cooperative agreement proposal.

"The water in the streams used to flow. We swam in the streams in the summer because it was so hot. It was clean, peaceful, with no rubbish. But today, we are afraid to swim in our streams and ocean," said Waianae Coast residents, Pake Salmon, Christina Cunningham, and Rochelle Lendt. "We appreciate the EPA funding Ka Wai Ola O Waianae Moku to help us restore our streams. We need to bring awareness and education to the community on how their activities impact our land and steams."

The EPA’s Community Action for a Renewed Environment program is a competitive grant program that offers communities an innovative way to address the risks from multiple sources of toxic pollution in their environment. The program encourages local organizations, including non-profits, businesses, schools and governments create partnerships that implement local solutions to reduce releases of toxic pollutants and minimize people’s exposure to them, improving the environment through local action.

(Kansas City, Kan., June 30, 2009) - Representatives of the U.S. Environmental Protection Agency Region 7, the Missouri Department of Natural Resources and the Missouri Department of Health and Senior Services will hold a news conference tomorrow morning to discuss their investigation into the use of leather tannery sludge as fertilizer on farms in northwest Missouri.

 

The agencies have been involved since late April 2009 in a cooperative investigation of the distribution of waste sludge from National Beef Leathers, formerly known as Prime Tanning, in St. Joseph, Mo., to various farms in northwest Missouri for use as fertilizer.

EPA Grants California GHG Waiver

WASHINGTON – EPA is granting California’s waiver request enabling the state to enforce its greenhouse gas emissions standards for new motor vehicles, beginning with the current model year. Using the law and science as its guide, EPA has taken this action to tackle air pollution and protect human health.

“This decision puts the law and science first. After review of the scientific findings, and another comprehensive round of public engagement, I have decided this is the appropriate course under the law,” said EPA Administrator Lisa P. Jackson. “This waiver is consistent with the Clean Air Act as it’s been used for the last 40 years and supports the prerogatives of the 13 states and the District of Columbia who have opted to follow California’s lead. More importantly, this decision reinforces the historic agreement on nationwide emissions standards developed by a broad coalition of industry, government and environmental stakeholders earlier this year.”

The first California waiver request was made in December 2005 and was subsequently denied in March 2008. This previous decision was based on an interpretation of the Clean Air Act finding that California did not have a need for its greenhouse gas emission standards to meet “compelling and extraordinary conditions.”   

Shortly after taking office in January, President Barack Obama directed EPA to assess the appropriateness of denying the waiver. EPA received a letter from California on January 21, 2009, raising several issues for Administrator Jackson to review regarding the denial.

Last month, President Obama announced a first-ever national policy aimed at both increasing fuel economy and reducing greenhouse gas pollution for all new cars and trucks sold in the United States. The new standards would cover model years 2012-2016.  When the national program takes effect, California has committed to allowing automakers who show compliance with the national program to also be deemed in compliance with state requirements.

With the decision to grant the California waiver, EPA returns to its traditional legal interpretation of the Clean Air Act that has been applied consistently during the past 40 years. EPA finds that California continues to have a need for its motor vehicle emissions program, including the greenhouse gas standards. EPA also finds that the California program meets legal requirements regarding the protectiveness of public health and welfare as well as technological feasibility.

EPA based its decision on an extensive record of scientific and technical evidence. As part of the reconsideration, EPA revisited the prior decision documents and record. The agency also opened a new comment period, including public hearings.

The Clean Air Act gives EPA the authority to allow California to adopt its own emission standards for new motor vehicles due to the seriousness of the state’s air pollution challenges.
There is a long-standing history of EPA granting waivers to the state of California.
