TODAY:  Administrator Jackson to Testify Before the Senate Environment and Public Works Committee

WASHINGTON – Today, Wednesday, December 2, 2009, Environmental Protection Agency Administrator Lisa P. Jackson will testify before the Senate Environment and Public Works Committee at a hearing entitled, “Oversight Hearing on the Federal Toxic Substances Control Act.”  She will focus on the importance of improving our framework for assessing and managing chemical risks under the 1976 Toxic Substances Control Act, TSCA.

TSCA reform is a priority of Jackson's administration. In September, she announced core principles that outline the Obama Administration’s goals for legislative reform of this country’s chemical management law.  Some of the highlights include:

  • Chemicals should be reviewed against safety standards that are based on sound science and reflect risk-based criteria protective of human health and the environment. 
  • The responsibility for providing adequate health and safety information should rest on industry. 
  • EPA should have clear authority to take risk management actions when chemicals do not meet the safety standard, with flexibility to take into account a range of considerations, including children’s health, economic costs, social benefits, and equity concerns. 
  • EPA should have clear authority to set priorities for conducting safety reviews.
  • We must encourage innovation in green chemistry, and support research, education, recognition, and other strategies that will lead us down the road to safer and more sustainable chemicals and processes.  
  • Implementation of the law should be adequately and consistently funded, in order to meet the goal of assuring the safety of chemicals, and to maintain public confidence that EPA is meeting that goal.

In parallel with this legislative initiative, Administrator Jackson also announced plans to strengthen EPA’s current chemical management program and increase the pace of the agency’s efforts to address chemicals that pose a risk to the public.
